Data Guard Reporting TNS Timeouts Due to Apparent Standby Performance Issue?

Hi everyone - got a weird one here and wanted to bounce it off the community before taking it to MOS for a SR.

Oracle Database 19c Enterprise Edition, Windows Server 2016, using Data Guard and the Broker.


A few days ago I noticed in the alert files of our test environment primary and standby databases that there were a lot of TNS timeout related errors indicating there was some kind of intermittent connectivity issue between them. I checked to see which logs had shipped and it was mostly current (about 12 hours behind), but I couldn't figure out anything that could be causing the issue. Connectivity was good, etc. Since I had logged on to install the latest 19.23 patch, I went ahead and patched both environments.
