Significance of PA Addition Flag updated to 'X' on completion of PRC: Interface Supplier costs Prgm

On Successfully completion of the PRC: Interface Supplier Costs program, we have noticed that in the rcv_reciving_subledger table the pa_addition_flag is updated to 'X' what is it means? however, the PO receipt accruals been interfaced to the Projects but wanted to know why it is updated to 'X' instead of 'Y'.

As per the definitions 'X' states Burdening error, and 'Y' Transferred to Oracle Projects. Anyone please provides the reasons behind. it.
