APEX_PUBLIC_USER, APEX_REST_PUBLIC_USER and APEX_LISTENER getting repeatedly locked

Hi,

I have a CDB(SE2, 21c) with 2 PDBs and on each APEX 22.1 is installed and successfully running for one year and since on month the following users are getting repeatedly locked APEX_PUBLIC_USER, APEX_REST_PUBLIC_USER and APEX_LISTENER. Getting this information from the ORDS(24.1) with the ORA-28000: account locked

I am auditing with audit session whenever not successful; 

but cannot find any information about or if someone is trying to login without permission.

No entries in alert.log or trace files.

And this is happen every 2-3 days.

I have changed all the passwords for the APEX Users and SYS and SYSTEM but getting the same behavior.
