Has there been any progress made in respect of: Development: Bug 6956722 ABILITY TO ADD ATTACHMENTS

My client is 12.1.3 & is seeking the ability for attachments to be applied after a Journal has been Posted.

I can see that an Enhancement was created but cannot locate any details on it within MOS therefore wanted to know if this has either been deemed not feasible & therfore removed or it is now incorporated & since removed/closed.
