JDE Scheduler issue

Issue: Scheduled Jobs with recurrence type 61(scheduled to run every 15 minutes/10 minutes ) launch time is considerably delayed wrt scheduled start time. For ex: If the jobs scheduled time is 10:00 but launch time would be 10:15. This is causing overlapping of next run causing issues.

We tried to restart the scheduler server and still the same issue. Any leads on this?
