Can i get clarification on some user access related quires

1. Whether any users other than "Power user" and "Service Administrator" will be able to do consolidation.
2. What is the additional benefits of a "Power user" from a "User".
3. Whether a user having power user access will be able to make changes in dimensions, Other than Service Administrator.
4. We have noticed that new role is been added during regular patch updates, is it possible to get a mail notification when some new roles are added to the existing list.
5. What are the default access a user gets when he/she is added as,
a. User
b. Power User
c. Viewer
d. Service Administrator
