Config 3900 v9.0 to use same interface for inbound /outbound call legs

Have an SBC in a DMZ receiving 911 calls that we need to send to Intrado for PSAP processing.

Have a Realm configured with a public IP address using SIP/TLS and secure RTP that processes regular PSTN calls as expected.

Added a Realm on the same external interface but using a different SIP address and running static TCP on port 5060 and open RTP.

I've created a local policy to match 911 and set the next hop to use the Intrado Realm, but the SBC fails to select that path.

Is there something that I'm overlooking in settting up a call to route in/out on the same interface but different realms?
