Error 017W on P31123 with Shrink Item

Dears,

We setup a 5% shrink to FG item and apply the SBF to complete the process. The WO is with Qty 1000 and on form W31123A at operation is 1050 which is expected. However when entered 100 as "Qty Completed" with none "Qty Scrapped" at 1st operation the error 017W displayed for "Quantity Exceeds Amount Scrapped". Like to know why this error comes and how to fix it? Thanks!
