getting permission denied on GI_HOME/oracle/jdk/bin/java by upgrade 19.3 to 19.16 on OL7

We are facing Upgrading Issues when the opatchauto apply running GI-Patches.

Database Patches (run as oracle) works fine, GI-Patches from same opatch apply run as root fails with permission denied on GI_HOME/oracle/jdk/bin/java

No changes on Linux nor Oracle Versions.

Found omne issue - but not sure how this will happen:

The opatchauto seems to copy the oneoffs included in the patchset - but obly the two for oracle_db are copied. The three for GI are not copied. They are in our Software-Depot, but not copeid to GI_HOME/invenory/oneoffs
