Compare Plan column missing from self service benefit plan enrollment page

I have successfully configured the benefits plan comparison definitions, template, plan data, and footnotes for one of our benefits programs for plan type 11. I can see the compare plan column on the self service page as well as the comparisons of the plans.

I thought I could simply clone the comparison plan data for the next benefit program. There is nothing different about the plan. However, I can not see the compare plan column on the self service page when logged on as an employee who is eligible for that benefit program. I've tried manually adding plan data. I've created a new template thinking that it might the issue but of course it was not. In both cases, I updated the template id on the benefit program table.
