How to default Material Overhead Cost on the Item cost screen for the Buy Items

The users want to default Material Overhead Cost on the Item cost screen for the Buy Items. Can we do it by setting up the material overhead cost on the 'Material Overhead Defaults' form. E.g., for the inventory organization the default MOH is 10%, by setting up on the mentioned screen can we achieve this requirement? If not, any other suggestions?
