Files as Orchestration Inputs and Outputs OBE is not working

I have run the "Files as Orchestration Inputs and Outputs" OBE. I have set this up multiple times, check and rechecked each step of my orchesration and yet I still receive the "Orchestration has not output" message. That indicates to me that either the Rule is not seeing the csv files or that there is incorrect formatting in the files themselves. I have been unable to resolve this despite a concerted effort. The documentation is incomplete for what is needed on the inputs of the orchestration for this OBE to run.
