21c: Oracle Instance Idle after Server Restart?

Windows Server 2016. Recently converted to CDB and updated to Oracle 21c(CDB) from 19c(nonCDB).

I notice when I reboot the server, and reconnect to the Oracle Instance, it is idle. I have to startup; then open the PDB. Before I upgraded to Oracle 21, the instance would startup automatically if I rebooted. Is there a way to set it where the CDB and PDB startup and open automatically?
