APEX workspace issue

I have reinstalled apex 23.2 patch after removing existing table spaces and apex_230200 user. Now i'm getting there are no workspaces (ERR-7620 Could not determine workspace for application (9001)).

Any one has an idea how to create workspaces from server level. I tried to access the ords/apex_admin after password reset but still failing to sign in
