Does the OS version matter in the Dataguard Standy Configuration

I have a database running oracle DataGuard 19.3. My end goal is to upgrade these databases to Oracle 23.

Unfortunately, the OS is approaching EOL, so that needs to be addressed as well.

In my scenario, can oracle DataGuard primary be on a lower OS, build a standby on the new OS (and 19.3), then failover to the newer OS standby, then perform the Oracle 23 upgrade.
