Installation of 19c on OEL 9.4 fails with errors "genclntsh: Failed to link libclntshcore.so.19.1"

Hi,
We are installing stand alone version (Non-RAC) Oracle 19.3 on OEL 9.4.
Installation failed with the following errors:
