Locking down items with security

We are looking at locking down certain items by cat code. Does JDE have a functionality that we can lock down items by a certain cat code or setting where we can flag an item and it gives an error if someone tries to change a record? We would like to only give a few people the security to change certain items, but still let other users be able to use the same apps and change noncritical items. If so, can it be locked down by item branch or item master? We would like to lock
