Upgrade from 19c to 21c

Platform: Windows 2016

Server has 19c and 21c installed (latest patches for both).

Source DB is on 19c and is non cdb. Target is to be on 21c and is pdb.

Latest Autoupgrade java is downloaded and being used.

When I run the autoupgrade -analyze mode it says there are no errors. When I run the autoupgrade utility in -deploy mode it has this errors in the log:

PENDING PDB's version does not match CDB's version: PDB's version 19.0.0.0.0. CDB's version 21.0.0.0.0. Either upgrade the PDB or reload the components in the PDB.

V3DEV 1 ERROR PENDING Interim patch 36199232/25655176 (OJVM RELEASE UPDATE: 19.23.0.0.240416 (36199232)): Not installed in the CDB but installed in the PDB Call datapatch to install in the PDB or the CDB
