We are encountering the same problem. Would it cause the database to be inaccessible because I found blocking notifications in the error log? However, errors and inaccessibility do not always occur simultaneously. Sometimes there are errors, but the database access is not affected. The more serious problem currently encountered is that the SCAN IP cannot access the database, the cluster service is normal, and the CRS log shows the listener service restarting. Direct access to their physical addresses is possible.
