Allowanonuser parameter significance in Siebel

Hi Team,

We would like to know what is the importance of parameter "AllowAnonuser" parameter in Siebel. Is it set to True or False. In our prod env, it is set as True but for all lower envs it is set as False.

Please let us know what should be the value for this and what would be the efffect.
