Request Group

hi

I have created 2 different request groups in Payables and Receivable and added programs in both requests groups. Business requirement is to give Programs access to restricted users. But system is showing all the program to users who has access to responsibilities which are assigned request groups - All Reports -Payable & Receivable All- Receivables . Pl advice how to avoid default access to request groups - All Reports -Payable & Receivable All- Receivables
