Is there a way to secure/remove the "Resources" links on the HTML interface?

In HTML server Tools Release 9.2.8.2, the pull-down in the upper right of the HTML screen, just above "Sign Out", has a section named "Resources" with links to LearnJDE and to What's New:

Is there a configurable way to remove or restrict those options?
