Do you need to purchase Oracle Secure Backup in order to use rman to backup directly to an S3 bucket

A team has created an oracle database running on an AWS EC2 instance (not RDS) and they are trying to direct rman backups to an S3 bucket and are experiencing unusably slow performance. I have been researching this and found references to using a library from OSB in order to make this work correctly - however OSB is very expensive and we don't need the full features of it in order to do this. Are there any alternatives which will work with S3?
