Turn on baseline publication by default for newly created baselines

EPPM Version 20.12.3.0

Is it possible to set baseline publication ON as a default that applies to newly created baselines? E.g. when a user creates a new baseline the checkbox below is checked automatically.

I have tried simply ensuring the box is checked at project level, but this still leaves newly created baselines without the box checked.
