Is Mobile Maintenance Administration supposed to be a seeded responsibility?

On page 50 of the recent webcast pdf it has this, are we supposed to set this new responsibility up, or is it supposed to be seeded and come in from a patch?

New Responsibility is added ‘Mobile Maintenance
Administration’
• User can select the required mobile screen for
personalization
• From the list of fields permitted for personalization,
it can be setup at Responsibility, Organization, or
Site level
• For personalizing at Organization or Responsibility,
existing row can be copied and configure the
required changes
• In the given example, for Asset Details page, Action
