stock not available but pick slip and shipment are done

Hi Team,

If on hand and availbility both are -10 qty, but during sales order entry I entered 20 qty system generate pick slip and also confirm shipment and invoice !!

How can this possible ?

If anyone tell me can I prevent this !!
