OEM 13.5 and security patch recommendations

Hi,

OEM advises to install the following security patches:

  • Patch 36459164: MERGE REQUEST ON TOP OF 13.5.0.0.0 FOR BUGS 33565758 36015161
  • Patch 35943354: DATABASE RELEASE UPDATE 19.21.0.0.0 FOR FMW DBCLIENT

I can't find any meaningful information about bugs 33565758 and 36015161. I just want to know what I'm patching. Any ideas?

and bug 35943354 is also confusing. This recommendation is on database servers and I don't see why I should install this update as it goes about:

Product Patched     : Database Client 19c 19.14 and higher for Fusion Middleware
Product Version      : Fusion Middleware 12.2.1.4.0/Oracle Forms and Reports 12.2.1.19

Can you please clarify this for me?
