Retention with P43060 - P4314 Voucher Match

We use the P43060 to release orders off of a blanket order, and we have an issue where the retention on the last order to completely relieve the blank is off by one penny - and completely calculated wrong - ruled out rounding and truncation - its just wrong - anyone seen this issue?

Update: the P4314 voucher match is creating the retention at time the commitment is vouchered
