LMLELM_Learning_Admin role issues in the Maintain Learner Group page

Can you confirm if there is a workaround possible to view the Learner Group IDs for the user's agency only for the scenarios below.

Issues:
1.When the user has the LMLELM_Learning_Admin role, the user can see Learner Group ID's that is from their own agency as well as different companies. This is a multitenant issue.

Replication Steps:
-From the Search page, click the Learner Group ID search bar.
-User can see Learner Group ID's that is from their own agency as well as different companies

2.When Adding Criteria Based Learner Group, in the Group Tab, when the Criteria Type: Department -> Select the Criteria value search bar, the user can see the Department from the same and different agencies. This
