AWE: Can Denied Requisition be resubmitted to the Approver that denied it instead of the beginning?

We are on 9.2 PUM 48/PT 8.60.09

We are implementing the Approval Workflow Engine for requisition processing, and Approver users would like to be able to DENY a requisition, then have it return to that Approver who denied it once the Requester has resubmitted the requisition instead of returning to the very first Step of the workflow. They would prefer to use DENY because it causes the requisition to fall of their worklist, whereas HOLD/Request More Info will keep the requisition in PENDING status and it remains in their worklist.

So in the example requisition below, the Approver at Step 3 has Denied the requisition because a form needs to be attached. When the requester has attached the appropriate form and resubmitted the requisition for approval, we would like for the requisition to keep the existing approvals from Step 1 and 2, and jump straight back to Step 3 for its missing approval.
