How to prevent user from saving empty PDQ

Users are allowed to save PDQ that doesn't contain any query conditions, as a result of that, when the users use that PDQ, it will cause a full table scan, and cause bad performance for big tables. Is there a way or best practice to prevent the users from saving a PDQ that contains nothing? Thanks.

This applies to any Siebel version. We are currently on IP24 upgraded from IP16.
