I have a blocked status on my listener for a DB in nomount. The listener has a static entry

Hi, I recently installed version 19c onto a test server via the RPM installation. I successfully set up a shell datab*ase and then dropped it. Now I want to do a duplicate of a small database accross the network. So I start the instance in nomount, start the listener( with a static entry for the database), but I get a blocked status. Below is the status, the listener, the tns entry and the pfile. The database name is PIQ_LAB. Any help would be much appreciated as I've already spent many hours researching and trying to fix.
