Repositoryupgrade.exe in siebel

Hi,
We have upgraded our application from Siebel IP13 to Siebel IP22.2 before 2 years. And now we have upgraded our application to Siebel IP22.2 to IP23.5 and now IP23.5 to IP24.4.

During Upgrade from IP13 to IP22.2, we have ran IRM, postinstalldbutility everything but now when we upgraded to IP23.5 from IP22.2 as patch installation and then IP23.5 to IP24.4, we didn't ran repositoryupgrade.exe utility. But as per my observation, we are not using the new features from 23.3 till 24.4 which required repositoryupgrade.exe to run.

Do we need to still run repositoryupgrade.exe although we are not using new features which required repositoryupgrade.exe utility to run. Please confirm. If yes, what are the steps and do we need to run in both DR and RR environments. Or only DR environment.
