Default time zone and date format

Hi - Currently, whenever new user is added to Primavera Unifier Cloud (OCI) its default time zone is set to US time and date format is mm/dd/yyyy hh:mm

Is there any way to change the default user time zone and date format?

We're adding user using Primavera Administration portal and once user added we don't want to update time zone and date format manually. Wanted that default to UK time and date format to dd/mm/yyyy hh:mm
