What does the profile option PO: Validate Need-by Time For Requisition Submit do?

Hey…I found this profile called 'PO: Validate Need-by Time For Requisition Submit' but i can't see to find it documented anywhere. Can someone please tell me what it does for each of its values (Yes/No)? Ours is currently set to Yes at the Site level.
