Move Order Allocation

i am allocating move order(s) and want them to pick inventory first from the Transaction Default (defined at receiving - but could also add shipping)

at the minute i have tried no pick rule, picking rule (but can only do by locator in name asc /d esc or date asc/ desc), so if i have inventory in the default F.F.01.02 and the rest is in F.G onwards, it would work, but as soon i move inventory into C.B.01.01 for example, then inventory allocates from there first, and ignores the default

my customer wants to always allocate inventory first from the Item Transaction Default (whether that be defined as Receiving or Shipping, it will always be the same), and then any further allocations to be from other locators, if they exhaust the inventory in the transaction default
