User cannot access crontab OL9

Our oracle user, which is set to /sbin/nologin and has no password cannot access its crontab. There is no cron.allow, there is a cron.deny but it is empty. I tried editing /etc/pam.d/crond and switch everything per this article https://support.oracle.com/epmos/faces/SearchDocDisplay?_adf.ctrl-state=go2xjvy07_52&_afrLoop=379979120144397

But nothing seems to work for this user. This user is in the wheel group. So Im not seeing whats wrong. My normal user can access cron just fine.
