Is there a way for an external applicant to apply for an open job that has not been posted?

In PeopleSoft HR 9.2, we have the scenario where we would create a job but not have it posted yet. Then we would like to send a link to an external applicant that would allow them to apply for that job even though they would not normally be able to find it through the Candidate Gateway.
