OCI Autonomous DB actions not working/loading

Database version: 19c.

The database actions page is giving this error:

Service Unavailable

HTTP Status Code: 503

The connection pool named:
|ocid1.autonomousdatabase.oc1.iad.anuwcljrgeaz56qaxvgll45csjacks3xgifhwl3mfgrqtnbtpdccrmbbditq|re|,
encountered an error: mismatch with the server cert DN: Listener
refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in
connect descriptor
(CONNECTION_ID=IJy5KSI8SRmnKbLcPADDFQ==)

I have tried restarting the DB but this error still appears. It was working till yesterday and there has been no changes. none of the oci database actions work like sql, db users etc. OCI status shows no ongoing issues.
