HFM Process control not working for account type BALANCE

We are using process control and when review level 5 is set the divisions should not be able to import any further data.

We notice that the grid goes yellow for prior periods that are set to Review Level 5. I have tested this and find that accounts with type BALANCE do not respect the Review Level process control. Data can still be imported even into prior periods.

We are using the account type BALANCE for statistical accounts like FTE numbers.

Does anyone know how to stop this ? We do not want any accounts to be changed in prior periods even statistical data.
