What Causes P4021 Demand to be substracted from Quantity Available

I have a user who shared a screen shot from earlier in June where Demand for a Particular item was not reducing the Quantity Available. (See Attached)

Then recent they shared another screen shot that shows the demand is reducing the amount of Quantity Available:

Anyone familiar with the system parameters that what cause the change?
