PeopleSoft Approve Expense Report - Line Attachments hide all but last attachment line

A user recently reported that her expense approvals - attachments window is displaying only one line of the attachments (the last attachment) as shown in this screen shot. She says it is causing her to miss the first attachment because she says this screen used to default to display all of the attachment lines. Is this delivered functionality? We have not upgrated or applied any PUMs in a couple of years.
