P90CD015 Supplier Master Missing Information for Planner

We have recently started using Manager field in Service/Repairs Order but when we try to add parts into parts list even though part has correct supplier we get an error message that Supplier Master Information Missing.

We discovered that that error is due to Planner number(F4801.ANSA) populated in Work order.

Also below oracle document mentions about the error id 3710 but the solution "Blank out the Manager (ANSA) in the Order header. Test and add it back afterwards." doesn't suggests the reason for the error or recognized it as a bug.
