Union Code in F0719 table is not populating for an individual 's PDBA deductions

This issue impacts only 1 employee.

The Union Code is entered on the Employee Information record and the PDBA codes for both Benefit and Deductions are linked to the union code via Group Plan DBA application. Our environment do not use the "Include in Union Plan" field for any of the PDBAs.

The Union Code displays for the employee in the F060116 table for all associated PDBAs.

However, the Union Code for PDBA deductions is not populating in the F0719 for the 1 employee. I believe this is a setup issue but have no clue what's missing. Please advise.
