Need to create a logical TNS entry that can toggle between two normal TNS entries.

This is similar to load balancing or DR scenario but not quite. We will have two production databases, PROD1 and PROD2, and one is live while the other is being prepped for a new application software release. Both are up and accessible. We would like a "virtual" TNS entry of PROD to point to PROD1 initially. When ready, we will switch PROD to point to PROD2 and it will be live. Now PROD1 can be staged for a future release and eventually we will toggle back, always having a live database and an inactive database
