Order being back-ordered despite having sufficient stock

Hello good people,

When attempting to pick release, the following error occurs:

Pick Release process could not allocate 120 of item xxxxx for order xxxxxxx as there was insufficient quantity available Or Inventory allocations have failed, and the line has been back-ordered.

I have checked onhand quantity and verified that there are sufficient quantities available. What other factors could be restricting the picking process?

I really appreciate any help you can provide.
