What privileges the table owner should have in order to grant create index to another user

Hi to Oracle Community !!!!

Does eneyone know,

What privileges the table owner must have in order to be allowed to grant create index on a table to another user .

Using "grant index on mytable to user " didn't work in my version

Oracle Database 11g Enterprise Edition Release 11.2.0.1.0 - 64bit Production

Please for Security Issues " grant Create any index is NOT a option."
