Object usage tracking tool functionality

I'd like to understand the Object tracking functionality in E1 tools release 9.2.8.2. From what I understand, Object usage is any time a tracked object is accessed by a user or the system when turned on. That would mean if a user is inquiring on an object but not adding or updating record, even the inquiry activity is recorded in F98911. However, if we need to track the actual data that existed before the update and compare it to the current data (after the update), does the Object usage tracking in E1 have this functionality?
