Unable to activate configuration on ECB 3.3P6

Hello everyone,
We meet sometimes on our ECB a problem to activate the configuration receiving the message "Activation failed. Reason: Activate-Config received, processing.".
We know how to resolv by rebooting BUT we are trying to find on the logs to know WHO (ip logon date hour...) has done some modification without having activated so the following user who want to do a change is blocked to activate.
Have try to find on many logs /opt/log but only see when activate is correct!
Is there someone who met tghis problem and how to target the log !?
