64Bit Build of first FULL Package Failed after tools Upgrade

Hello,

After installing a fresh set of servers E9.2 on windows / oracle 19c, with tools 9.2.5.6 32bit, i could build a Full package and deploy and work. all is ok.

Then we decided to upgrade to tools 9.2.8.2 64bit. I have followed the procedure (Learnig Path), everything went OK, until the part of "Build First Full Package 64bit". It dos not work.

We are on Full Windows (2019 / 2022) with Oracle 19.3 database.

Here are the errors that i have when i start the Enterprise Server Service :

636/5784 WRK:Metadata job 1 Fri Jul 5 08:38:26.708001 jdejvm.cpp2185
JDEJVM000001p - JdeJvmException exception thrown - Error - Unable to load JVM library.
